System Tables not editable

The following System Tables

'Customer groups' table
'Room type' table
'Customer source' table
'Street type' table

are unclickable.

These 2
COM_DOMUS_SYS_TABLE_ZONES
COM_DOMUS_SYS_TABLE_SZONES

are empty and not clear what they are for.

Districts and States tables are working fine, but again - - how can I get rid of "Districts" all together, leave only State field, for 50 US States, and show this information in a Search module with the label State instead of Town?
